Try replacing the coolant temp sensor. It's the connector with the green plug on it off the coolant tree. They don't cost a ton for a new one. When mine went bad several years ago, it threw a code 22 repeatedly and affected drive-ability. Once I replaced it, it worked fine.
Also, check the Cold Start Injector time switch. It's under the coolant temp sensor on the coolant tree, a little to the right if I remember correct. Make sure the connector on the cold start injector time switch is still connected, has not broken off or is not loose. When someone else worked on my car last year, they broke off the connector on my cold start injector time switch, and it started like crap. Took several cracks when cold, the idle dumped once it started unless I revved the heck out of it, etc. Once I replaced that, it helped a lot. They'd also removed the fuel pump resistor packs and fuel pump relay on my car for some reason and jumped the pump in high volt mode, so it didn't go totally back to normal until I was able to track those down and re-install them. Removing those caused all sorts of off-boost driveability and starting issues. Once I replaced that, the car went back to normal.
I'm start by doing the following 3 things
1) Check the Cold Start Injector Time Switch, and make sure the connector and plug are intact and not loose or broken off. It's pretty easy to test them off the car to make sure they are in spec.
2) Check to make sure your fuel pump resistor packs and fuel pump relay are there. Some people like to remove them to clean up the bay. It causes nothing but trouble on stock ECU car, despite what you might read on the forms. I know this from first hand experience from when someone working on my car decided to remove mine to "clean up the bay."
3) Get a new coolant temp sensor, and install it. If you need to do the cold start injector time switch, do it them too and you'll probably need the coolant temp sensor out to do it. Also, pick up some Toyota Red, mix it 50/50 and top the coolant back off after you replace the sensors.
The PN for the Coolant Temp Sensor is: 89422-20010
